Hawaii Declaration on Peaceful Relations with Extraterrestrial Civilizations

We, the individuals and institutions participating in and/or supporting the Extraterrestrial Civilizations & World Peace Conference in Kailua-Kona, Hawaii, June 9-11, 2006,

Are a body of concerned private citizens who are promoting world peace and harmonious relations with extraterrestrial civilizations,

Recognizing the overwhelming evidence pointing to the presence of extraterrestrial civilizations, and their generally peaceful interaction with individuals and governmental authorities,

Inspired by the profound significance for humanity of sharing the wisdom, knowledge, culture and technology provided by extraterrestrial civilizations,

Asserting that extraterrestrial civilizations have been observing human evolution for some time with particular interest in humanity's quest for lasting peace among its peoples,

Noting that extraterrestrial civilizations have indicated that the abolishment of nuclear weapons worldwide is a necessary milestone toward peaceful coexistence on earth and as a prerequisite for open contact,

Recalling United Nations resolutions concerning international co-operation in the peaceful exploration and use of outer space, banning atmospheric and underwater nuclear tests, and proscribing hostile acts on the moon and other celestial bodies,

Recognizing a range of initiatives promoted by private citizens and citizen organizations with regard to extraterrestrial civilizations visiting Earth,

Intending for this Declaration to be used as a starting point for a greater public dialogue with those holding similar or diverging perspectives and interests concerning extraterrestrial visitation,

Using a consensual decision making process among speakers, organizers, and participants at the Extraterrestrial Civilizations and World Peace Conference, 2006, we have agreed to,

Honor the following principles for establishing peaceful relations with extraterrestrial civilizations:
1. We affirm the intent of humanity to join in peaceful and cooperative relations with extraterrestrial civilizations,

2. Affirm support for United Nations resolutions promoting the peaceful use of Outer Space, and support for UN, International and U.S. Congressional initiatives to prevent an arms race in outer space, including the weaponization of space,

3. Affirm the natural right of all citizens to have open contact with representatives of extraterrestrial civilizations in all cases, and to engage in non-official diplomacy,

4. Declare the need for Civil Society to develop acceptable protocols (standards of behavior) with extraterrestrial civilizations, that the protocols should be representative of the aspirations of all humanity, and that all nations should work in concert to establish peaceful relations,

5. Cooperate with extraterrestrial civilizations in promoting Earth, Cosmic and Life friendly technologies, and encouraging the right use and open availability of these technologies,

6. Affirm our desire to coordinate the earth's ecological health and biological diversity with extraterrestrial civilizations that can aid us in that endeavour,

7. And express our desire to welcome the open appearance of benevolent extraterrestrial civilizations.

Extraterrestrial Civilizations and World Peace Conference Report

Video of Introductory Remarks
by Dr. Michael Salla

© Presenter and

The ‘buzz’ is exceptional and the reports from those in attendance is that the Extraterrestrial Civilizations and World Peace Conference, held on the Big Island of Hawaii from June 9-11, 2006, was a ground breaking educational, spiritual and action packed success. This event brought together an extraordinary group of international speakers to discuss ways to promote peaceful relations with extraterrestrial civilizations. In addition to a remarkable series of presentations by conference speakers, the Conference was unique in achieving consensus in support of a “Hawaii Declaration on Peaceful Relations with Extraterrestrial Civilizations”. This Declaration is now in the hands of attendees and speakers alike who have been inspired to bring this document to their own local communities and city councils, and it has been translated into German and Italian.

Over 150 attendees filled the conference which was situated in the heart of downtown Kailua-Kona. The opening ceremony featured Hawaiian chanting, a Lei ceremony, introductions by the conference organizers, Dr Michael Salla and Angelika Whitecliff, and featured local Hawaii celebrity, Douglas Webster as Master of Ceremonies. Live Music by the Bhakti Tribe with world famous artist Micheal Hammer was featured Friday and Saturday nights, which set a lively and uplifting mood for the evening presentations.

In the first conference presentation, Dr Salla discussed “Getting to Yes with ET: Citizen Diplomacy with Extraterrestrial Civilizations”. He discussed the history of diplomatic relations with extraterrestrials since the Eisenhower administration and how citizen diplomats can contribute to greater transparency and accountability when it comes to diplomatic relations with extraterrestrials. Veteran UFO/Exopolitics researcher, Paola Harris, next presented her research on a number of UFO whistleblowers and their relevance for world peace presenting their own words in a number of taped interviews. Mary Rodwell presented on how humanity is gradually evolving and developing heightened psychic abilities due to ongoing interaction with extraterrestrial civilizations. The final presentation of the first day was a discussion and live channeling featuring Darryl Anka/Bashar where he discussed the proposed Extraterrestrial Contact Act whereby individuals right to interact with extraterrestrials would be recognized.

Day Two of the conference began with Captain Robert Salas (USAF, ret.) giving a detailed presentation on the Malmstrom Missile shutdown in 1967 where UFOs deactivated a number of nuclear missiles in Montana. Based on his experience and research, Captain Salas concluded that nuclear weapons are an obstacle to peaceful relations with extraterrestrials. In an enthusiastically received presentation, Ambassador John McDonald discussed the evolution of citizen diplomacy and speculated on how it might develop in response to the open appearance of extraterrestrial civilizations. Wendelle Stevens (Lt Col., USAF, ret.) described his research from over 60 years of investigations demonstrating the peaceful intent and activities of extraterrestrials. Dr. Thomas Hansen then presented his Declaration of Cosmic Cooperation and drew upon his extensive peace-work to describe how peaceful relations with extraterrestrials can be established. Neil Freer gave a powerful presentation on how humanity’s evolution from a bio-engineered race created by extraterrestrials as workers, has led to the opportunity to emancipate itself from whatever dependencies are entrenched in human culture and genetic hardwiring. Philip Corso, Jr., provided an inspired presentation of his father’s experiences with extraterrestrial technology and of his face to face encounter with an EBE. He described in detail how Col. Corso viewed extraterrestrials and explained the circumstances leading to the famous EBE rejoinder to Col Corso’s question upon being asked to cooperate, what’s in it for me? “A New World if you can take it!”

The final session on Saturday began with the conference organizers discussing the role of the Exopolitics Institute in sponsoring the conference, its goals of supporting exopolitical researchers, and the need for generous public support to enable the Institute to sponsor similar future events and to assist exopolitical researchers in the field. This was followed by the conference keynote speaker, the Honorable Paul Hellyer, who gave a powerful presentation on the policy implications of the ongoing cover-up of UFO information and the weaponization of space. He contrasted the future as a choice between Star Dreams and Star Wars, and made clear the urgency in choosing more cooperative relations with extraterrestrials.

The final day began with a presentation by local Hawaii resident and cetacean researcher, Joan Ocean, M.Sc., who thrilled the audience with her remarkable dolphin film footage. She described her research into dolphins and how they regularly interact with extraterrestrials and the impact for world peace. James Gilliland then gave a remarkable account of UFO/extraterrestrial activity around his retreat around Mt Adams and how many hundreds of researchers have travailed there to confirm his claims of ongoing UFO/extraterrestrial activity. JZ Knight then presented a riveting account of humanity’s super-neural connections to extraterrestrials, and thrilled the audience who broke out on numerous occasions into spontaneous applause.

Alfred Webre, J.D., then presented on his Decade of Contact initiative and explained how humanity’s preparation for open contact with extraterrestrials need to be built on four pillars: disclosure of the extraterrestrial presence; a ten year period of formal public education concerning extraterrestrials; the development of a permanent ban on space weapons; and citizen diplomacy with extraterrestrial civilizations. The final conference presentation was by Dr Scott Jones who discussed how our planet is in peril due to the domination of a few decision makers concerning extraterrestrials. He argued how the policies passed by a few have led to restriction of extraterrestrial information, prevented the abolishment of weapons of mass destruction and led to the head long rush into war.

The culmination of the conference was the final panel discussion of the Hawaii Declaration on Peaceful Relations with Extraterrestrials. An initial version had been circulated to all conference speakers prior to the conference and led to a revised version that was circulated to all conference delegates in the form of a questionnaire. After tabulating the results, speakers had two meetings to discuss the audience responses and decide upon an updated version. The penultimate version was presented at the last panel session and was open to discussion between speakers and audience. The audience proposed a number of revisions and after further debate, the proposals were adopted by the speakers and accepted into the final version which was formally adopted by consensus. This was a unique moment in the recent history of human awareness of extraterrestrials since for the first time consensus had been achieved on how to establish peaceful relations with extraterrestrial civilizations.

Report on the Creation of the Historic
Hawaii Declaration on Peaceful Relations with Extraterrestrials
by Paola Harris, Special Correspondent for the Jerry Pippin Show

I am honored to announce a sincere effort to formalize the contact with Cosmic Cultures and Earth. Both at meetings during the Hawaii conference, and during lunch breaks, this group discussed the several proposals for a formal document of peace with extraterrestrial civilizations. This is a multi-track diplomacy document, and with the help of Ambassador John McDonald, we understood that it was written so that it could become a United Nations resolution as well.

The discussions were lead by Alfred Webre, JD, from Vancouver, Canada and Dr. Michael Salla from Kona, Hawaii, both of whom have written the first books on Exopolitics. Opposite Dr. Salla sat Philip Corso Jr., Robert Salas, representing Dr. Steven Greer's Disclosure Project., who was the military man who witnessed the shutdown of ten nuclear missiles at Malmstrom Air Force Base in Montana, Mary Rodwell, Representative of the Star Children / Indigo Children initiative, from Australia, Joan Ocean, who has a foundation to communicate with dolphins and whales, James Gilliland, who contacts UFOs at his Washington State ranch, Neil Freer, a Sitchin scholar and expert, Dean Jones of the Laurence Rockefeller /Claiborne Pell Initiative, which created the report "When Cosmic Cultures Meet", a manual that was passed out to all participants of the Hawaii Conference, including me, Paola Harris, researcher and journalist, who covered this story.

The presence of the Honorable Paul Hellyer's expertise on this committee helped us draft a document to present to citizens, researchers, governments, and all those who desire a peaceful, sustainable future in which to live in harmony with other cosmic cultures of this galaxy.

On Dr. Salla's website, as well as here on this page, there is an opportunity, for all those people who wish to see this great objective for humanity initiated, to sign a petition showing their support for this document. There will be a future meeting to create an "action plan" to define efforts to enable the implementation of the objectives defined by this document.

I noticed that perhaps one third of the conference attendees were from England, Germany , New Zealand and Australia.....many foreigners. There was a feeling of history about this moment, as if it may be remembered in some cosmic history book as an unprecedented peace effort on behalf of concerned citizens of Planet Earth. There was an atmosphere of peace during this conference. Few people argued, and an understanding was achieved by all that this was not about UFOs but about us as a human species. Here, in the beautiful pink sunset of Hawaii, members of the human race, with all of its differences, could agree about something profound, as they joined in the dolphin dances after the conference. Maybe the Extraterrestrials noticed. Maybe they thought that there is hope for us after all.
