Toronto (ON Canada) On the heels of Al Gore addressing Global Warming in
Toronto Feb 21, News Agency AFP, the Ottawa Citizen and the Toronto Sun have
released major interviews with the Hon. Paul Hellyer former Canadian Minister of
National Defense on solutions to the global environmental crisis.
In preparation for his appearance at next week's Canadian Premiere Screening
of THE FASTWALKERS documentary, Mr. Hellyer once again challenges governments to
come forward on the ET issue.

Toronto, Ontario Canada - The new "Fastwalkers" documentary, PRG's "Open
Letter to Albert Gore, Jr." and Exopolitics Toronto came together on Wednesday,
February 21, when former Vice President Al Gore arrived in Toronto to present
"An Inconvenient Truth" at the University of Toronto's Convocation Hall before a
capacity audience of 1500.
Prior to the presentation Victor Viggiani, Director of Media Relations for
Exopolitics Toronto, attempted to relay a special package of disclosure
information to Mr. Gore, but was unsuccessful due to tight security restrictions
as Gore arrived at U of T's Convocation Hall.
However, following the sold-out presentation's Q&A period, as Gore left the
stage for a reception, Viggiani made his way with the Gore entourage backstage
where he was greeted by the evening's host, Mr. David Peterson, Chancellor of
the University of Toronto and former Premier of the province of Ontario.
At this time Viggiani requested that Mr. Peterson provide Mr. Gore the
disclosure package, which Chancellor Peterson accepted with the assurance that
Gore would receive it.
The package contained a DVD of the new documentary, "Fastwalkers", Canadian
government documents, an Open Letter to Albert Gore, Jr. from Paradigm Research
Group Executive Director Stephen Bassett, the Disclosure Project's two hour
witness testimony DVD and comprehensive briefing documents, and a document
containing statements by renowned political and security agency figures such as
former CIA Director Admiral Roscoe Hillenkoetter, J. Edger Hoover former FBI
Director, Presidents Jimmy Carter, Gerald Ford and Harry S. Truman indicating
their need for the UFO issue to be fully examined by Congress and the media.
Exopolitics Toronto, the Canadian Exopolitics Initiative, Paradigm Research
Group and the Disclosure Project call on Albert Gore, Jr. and his staff to
review, analyze and act upon this important information which, among many
things, supports the sequestered existence of technology derived from
extraterrestrial vehicles which could dramatically impact a global warming
response.

Exopolitics Toronto has been doing a comprehensive
investigation of air line pilot reports of close encounters and near
misses with UFOs. Victor Viggiani, Director of Media
Relations for the organization talks to Jerry about incidents that

between airline pilots and air traffic control center personnel
documenting UFO sightings during flights are also featured in this

Communications sponsored press conference on Exopolitics, featuring

Dr. Steven Greer and the showing of the 2001 Washington, DC Disclosure
Press Conference video, Reuters News Service distributed a story world-wide
regarding the release of a UK FOIA requested document of a secret study
performed for the British Government in 2000 that, like US Condon Report of
1969, dismissed the existence of ET controlled UFOs visiting the UK
as misinterpreted natural phenomena (photo, left) and stressed that UFOs, as such, pose
no threat to national security.
Notice this study is only valid for the UK. It
does not address the rest of planet Earth. One could say to the Brits, better late than never in coming
forth to once again support your brethren in the US, while putting down your
cantankerous former member of the Commonwealth (read Empire), Canada, or at
least some of its citizens. These crazed Canadian citizens, assisted by an
equally crazed American emergency room physician turned spiritual guide, could well be
disclosing information that could be a terroristic threat to global security.
The timing of the media release of this secret report is,
needless to say, highly suspicious. Why are the US and UK governments so
continuously concerned about convincing their citizens of the non-existence of a
purportedly non-existent problem? Shouldn't it have been time to move on with
the grand human exploration and conquest of the galaxy, since we are alone in
this Universe, and stop arguing with those damned amateur deluded UFOlogists?
How strange that UFOs appear to have reality as intelligently controlled
vehicles from other star systems over and on some parts of our planet and not
others. Canada may well be the battleground for international
disclosure, as the American and British Intelligence agencies battle the
French Government, which issued the
COMETA Report in July 1999 (see
detailed summary here). That report stated not only that ET controlled
UFOs exist, but also that they could be a threat.
The Toronto venue becomes a
part of the ongoing battle for control of the minds of humanity, which mirrors
the long standing internal disputes in Canada between the English and French

We have watched with some concern as the emerging area of exo-politics
has taken a dangerous and potentially ruinous turn towards rumor,
urban-myth speculation and inflammatory xenophobia.
While there are certainly diverse opinions regarding why any
given extraterrestrial civilization may wish to visit Earth at this
time in our history, recent public comments by Michael Salla have
added a virulent strain of fear-based xenophobia, based on the
flimsiest of documentation. While I am usually reticent to engage in
commentary regarding the opinions espoused by certain personalities,
I feel a point has been reached where silence only redounds to the
further empowerment of a message of fear, hatred, prejudice – and
the unwitting buttressing of the argument for weapons and war in
space.
Clearly, more is unknown than known in the vast field of
extraterrestrial studies. And at this embryonic stage of
human-extraterrestrial relations, there is yet much to learn,
explore and discover. But in the past year, Salla, who purports to
support peaceful initiatives in this regard, has put forth
prejudicial and dangerous characterizations of ET actions – up to
and including the ludicrous accusation that a certain tall, white ET
race caused the Boxing Day Tsunami of 2004! He has maintained that a
nefarious and injurious group of ETs have made a secret pact with
covert humans – and have a harmful agenda towards the human race.
This, and more.
The Disclosure Project has over 450 military, government and
corporate insiders who have first-hand knowledge of actual UFO/ET
events and projects. We find it odd that not a single one of these
insiders can confirm the xenophobic rumors proffered by Salla.
The conflation of urban myth and rumor as fact is a dangerous
precedent given what is at stake: The early stages of ET/Human
interaction and relations. We cannot afford to recklessly take every
rumor and tale - often originating from counter-intelligence
operatives who are tasked with either defaming the UFO subject or
sowing fear and prejudice - as a point of fact upon which to reach a
conclusion.
The facile acceptance of every story as true- no matter how
dangerously xenophobic - is irresponsible and can only serve the
agenda of those who wish to see the populace dis-informed, panicked
and cowed into eventually accepting a military, space-based solution
to the ET problem.
Consider: The Disclosure Project, as well as other researchers,
have found a multi-decade pattern of hoaxed UFO/ET related events
that are clustered around pseudo-contact experiences (also know as
abductions) mutilations, vivisections and the like. Numerous,
corroborative military and shadowy para-governmental witnesses have
testified to actually conducting abductions and mutilations for
their psychological warfare value. Once such witness, an Army Ranger
involved with special ops stated to me: “You have no idea how many
people – including prominent military and political figures – we
have abducted and terrified so that they will learn to hate the ET
presence and support conflict with them…”
Martin Cannon in the 1980s, and later the book MILAB (Military
Abductions) documented the sophisticated use of electronics, ARVs
(man-made UFO look-alike craft called alien reproduction vehicles)
and ‘stage-craft’ to hoax ET contact events for their psychological
warfare value.
Indeed, CIA documents released to us under FOIA, and which appear
in ‘Extraterrestrial Contact: The Evidence and Implications’, and
‘Disclosure’, both by this author, discuss using the UFO matter for
psychological warfare purposes.
The Canadian top–secret document by Wilbert Smith from the early
1950s explains that the UFO matter is the most secret subject in the
US government, exceeding even the secrecy surrounding the
development of the hydrogen bomb. Given these facts, is it
reasonable to accept as true every scary account circulating in the
public, and based on such tales, make sweeping, prejudicial
statements regarding this ET race or that?
We must use restraint and caution if we are to avoid being
manipulated into the acceptance of another false enemy to unite
around and fight. Numerous senior shadow government insiders have
independently described to me a concerted effort to dis-inform the
public and create the false impression of a threat from space, so
that eventually a multi-trillion dollar build-up of weapons in space
will be accepted by the masses.
Such propaganda is nothing new. Every military power that has
wished to further engage in warfare has first demonized the enemy.
Hitler and his minions expertly demonized Jews, gay people and
others so that people would passively accept the ‘final solution’.
The virulent, negative portrayal of such groups was essential to the
creation of a supposed enemy to be dealt with violently.
Today, we see racist appellations applied to certain alleged ET
groups – The Grays! The Reptilians! The Tall White Ones! Must we go
down this tired, dirty path again? Must we replay the sordid history
of human racism, prejudice, and xenophobia as we begin our first
steps towards the stars?
No. We must not. We must restrain our lower fears and tame our
own demons – and look with the eye of truth at the cosmos around us,
and ask ourselves this: Who would benefit from such fearsome
portrayals of ET life? Where might such a shadowy group wish to lead
us? How much information – bandied about so cavalierly as fact - may
actually be sophisticated counter-intelligence disinformation
designed to sow the seeds of hate and fear – thus justifying weapons
in space.
The usual suspects – those who thrive on enormous concentrated
wealth and power - would like to unite the world - but not in peace.
They wish to unite and control us not for that good future that
assuredly awaits humanity. Rather, they wish to control through fear
and war – a war between worlds – the final master-play of power
consolidation where all of humanity may be stampeded into a unified
opposition to some – maybe only one - ET race. And by so doing,
amass the ultimate global control, through fear spreading like
wildfire amongst the people.
Dr. Von Braun on his death-bed warned of such a plan. He warned
us that after the Cold War, there would be ‘rogue nations and
nations of concern’; and that this would be followed by global
terrorism; and that this would be followed by a threat from space –
the ultimate trump-card of fear, whereby the entirety of humanity
could be united to, as the movie ‘Independence Day’ put it, “kick
alien butt!”
There is no way to assess an ET agenda without first grasping the
covert human agenda. We cannot discern what is real and what is
Memorex – what is ET and what is pseudo-ET disinformation, unless we
penetrate the halls of smoke and mirrors that is the vast shadow
government’s propaganda machine.
It is not easy. It takes enormous patience, perseverance,
diligence and care.
But it is worth it - for to do otherwise is to wittingly or
unwittingly make exo-politics an arm of the propaganda war machine.
We must do better than this. We must restrain our fears and
prejudices and avoid the dissemination of negative and fear-inducing
stereotypes, based on anecdotal tales and counter-intelligence
programs. We must investigate fully the technological and
psychological capabilities of those who are behind human UFO secrecy
- and learn to discern the false from the real.

has been sending expeditions around the world for 16 years to make
contact with ET peoples. We have never been harmed. We have never

understand and help us. They are waiting for us to join them in
space - as a people at peace. Then and only then will we find the

There are good ETs and bad ETs. Saying so
doesn't make us racists, just realists. We must deal with ETs as we
would deal with our fellow man in a civilized , enlightened way via
diplomacy, not war. But, that is not what the mean US Government, in
league with some of the bad ETs, wants. Working together, they are
preventing contact.
Exopolitics versus Exospin:
A Response to Dr. Steven Greer

In January 1994, I remember visiting the Jakarta office of Mr
Irawan Abidin, the former Director of Foreign Information in the
Indonesian Ministry of Foreign Affairs. I had just arrived from a
two week field trip to the former Indonesian territory of East Timor
researching alleged human rights abuses.
I had found ample evidence of abuses through the traumatized
testimonies of many East Timorese I had spoken with. Mr Abidin
assured me that systematic human rights abuses were not occurring in
East Timor and that such claims were spurious accusations
orchestrated by discontented Timorese expatriates who were the
former ruling elite.
I politely explained to him what I had been told in my fieldwork
involving interviews with dozens of private citizens, but he
insisted that such claims were gross exaggerations and people were
basically content in East Timor. He handed me a Ministry publication
to support his position and exhorted me to tell the world how
content people were with Indonesian rule in East Timor.
In reading Steven Greer's recent public statement, "Exopolitics
or Xenopolitics" where he openly criticizes me as someone supporting
xenophobic approaches to Exopolitics, I had a feeling of déjà vu
with my earlier meeting with Mr Abidin concerning my research into
alleged human rights abuses.
In his May 2 statement, Greer claims: "While there are certainly
diverse opinions regarding why any given extraterrestrial
civilization may wish to visit Earth at this time in our history,
recent public comments by Michael Salla have added a virulent strain
of fear-based xenophobia, based on the flimsiest of documentation."
Dr Greer further states: "He has maintained that a nefarious and
injurious group of ETs have made a secret pact with covert humans --
and have a harmful agenda towards the human race." This, and more.
The Disclosure Project has over 450 military, government and
corporate insiders who have first-hand knowledge of actual UFO/ET
events and projects. We find it odd that not a single one of these
insiders can confirm the xenophobic rumors proffered by Salla."
I accept Dr Greer's implicit invitation to engage in a public
debate with him concerning the evidence supporting the diverse
motivations and activities performed by extraterrestrial visitors. I
think such a debate is healthy and can lead to greater cooperation
between exopolitical researchers and activists who have long been
polarized into mutually antagonist camps of those exclusively
viewing extraterrestrials as benign visitors helping humanity
evolve, and those generally viewing extraterrestrials as committing
systematic human rights abuses.
I will avoid personalizing such a debate which can only be a
distraction and focus only on the arguments offered by Dr Greer and
myself in discussing the substantive issues raised in his public
statement and my own public research.
To begin, in his statement Greer explicitly refers to his
database of 450 whistleblower cases as the source for his
exopolitical view that extraterrestrials visiting Earth are
exclusively benign advanced civilizations sincerely desiring
humanity to evolve into a mature, sovereign and independent galactic
species. It's worth pointing out that Dr Greer has only released the
identities and testimonies of a comparatively small sample of that
database in his Disclosure Book (which has almost 70 testimonies,
less than 20% of his alleged database).
I have privately corresponded with Dr Greer on a number of
occasions where he has repeatedly dismissed the data I have
forwarded to him that some extraterrestrials are violating the
rights of individuals, and that agreements with covert agencies have
indeed been reached where these agencies have become complicit in
such violations.
Dr Greer claims that his database of 450 military, government,
and corporate whistleblower cases do not support the idea that
extraterrestrials are engaging in such human rights violations, nor
that some extraterrestrials have reached agreements with covert
government agencies. He boldly claims that "not a single one of
these insiders can confirm the xenophobic rumors proffered by Salla."
This is a gross misrepresentation of the data possessed by Dr
Greer. This can be easily demonstrated by the case of Lt Col Philip
Corso who is prominently featured as a Disclosure Project Witness,
and is arguably the most widely known and significant whistleblower
to ever emerge in UFO research. According to Greer, Corso did not
confirm that some extraterrestrials were engaging in activities that
violated individual rights which for Greer are xenophobic claims.
That is a gross misrepresentation of Col Corso's position as
evidenced in statements such as the following in his soon to be
published private notes: ... the aliens have shown a callous
indifference concerning their victims.
Their behavior has been insidious and it appears they might be
using our earth and manipulating earth life. Skeptics will excuse
them that possibly they are benevolent and want to help, however,
there is no evidence they have healed anyone or alleviated human
ailments. On the other hand, they have caused pain, suffering and
even death
I have privately corresponded with Greer on Corso's testimony but
he has repeatedly dismissed this information and now boldly states
that not a single one of these insiders can confirm such
allegations. As the above quote and other selections from Corso's
testimony demonstrate, Greer is incorrect. The case of Corso is not
isolated.
For example, with regard to allegations of human rights abuses
and of a shooting war involving extraterrestrials at an underground
facility in New Mexico, Dulce, made by whistleblowers such as Phil
Schneider, Greer includes these among the list of xenophobic rumors.
Unfortunately, another prominent Disclosure Project
whistleblower, Dan Morris, not only confirms the existence of the
Dulce facility, but also that Schneider did indeed work there and
was eliminated for disclosing classified information about such
bases and what had occurred there with resident extraterrestrials.
In Greer's' Disclosure book, Morris says: "There are other people
who have been eliminated for what they know. One was a friend of
mine. Phil Snyder (sic) who worked out here in New Mexico building
the tunnels - the biggest one that he was involved with was the
Dulce underground facility" (Disclosure, p. 359).
Another area where I have privately corresponded with Greer
concerns alleged covert agreements between some extraterrestrial
groups and covert government agencies. According to Greer's
statement, this is part of the xenophobic rumor mill I am spreading
on the flimsiest of documentation. We do not have to look too far to
find evidence of such covert agreements among Greer's list of
Disclosure Project witness.
In addition to Corso who claims that the government had been
forced into a "negotiated surrender" with extraterrestrials, and of
Morris's claims of extraterrestrials residing at the underground
Dulce facility, we find the example of Capt Bill Uhouse, another
Disclosure Project witness, who describes how extraterrestrials
would come into classified meetings to give hints to scientists and
engineers concerning the reverse engineering of extraterrestrial
technology.
Similarly, Sgt Clifford Stone has testified how upon his
induction into covert projects concerning extraterrestrials, he was
taken into a secure facility under the Pentagon where he was taken
to have a telepathic communication with a gray extraterrestrial
where he blanked out and was then threatened with death if he
disclosed what had happened.
The above examples demonstrate that Greer selectively filters out
or ignores the testimonies of some Disclosure Project witnesses who
describe invasive extraterrestrial behaviors, and agreements between
extraterrestrials and covert government agencies.
More significantly, Greer excludes from his database an extensive
number of whistleblowers that have publicly discussed
extraterrestrials performing egregious activities, e.g., Paul
Bennewitz, Phil Schneider, Robert Dean, John Lear, "Connor O'Ryan,"
Dan Burisch, Charles Hall and others.
For example, in the case of Charles Hall, Hall described numerous
instances where Tall White extraterrestrials willfully intimidated,
threatened or injured military servicemen who were unfortunate
enough to accidentally run into the Tall Whites that roamed the
Nellis AFB hidden facility and deliberately stalked servicemen.
In addition to manipulating his database by filtering Disclosure
Project witness testimonies and excluding the testimonies of other
whistleblowers revealing abusive extraterrestrial activities and
covert government agreements, Greer regularly dismisses evidence
from researchers with extensive field work expertise such as Dr
David Jacobs, Budd Hopkins, Dr Karla Turner, Whitley Strieber, and
others analyzing case studies of abductees whose rights have been
systematically violated by extraterrestrials.
Dr Jacobs for example has examined hundreds of abduction case
studies over several decades to reach his conclusion that the
behavior of extraterrestrials consistently violates accepted human
rights standards and is a long term threat to human sovereignty.
According to Greer, Dr Jacobs work can be easily dismissed as part
of the undocumented xenophobic rumor mill based on flimsy evidence,
yet Jacob's work is well documented.
Also, Greer regularly refers to the Military Abductions (MILABs)
phenomenon offered by Dr Helmut Lammer to support his thesis that
all alleged abuses attributed to extraterrestrials can be ascribed
to MILABs imitating extraterrestrials or to individuals projecting
psychological traumas onto benign extraterrestrial visitors.
This is a distortion of the evidence provided by Dr Lammer who
does not exclude the possibility that extraterrestrials are
violating human rights during the abduction phenomenon, only that
the military is attempting to replicate extraterrestrial methods and
violating human rights in the process.
Furthermore, Greer does not refer to the extensive research of
those such as Zecharia Sitchin, Dr Arthur Horn, William Bramley, Jim
Marrs, and others who have examined archeological records and argued
that humanity has been seeded by extraterrestrial groups who have
violently competed among themselves for control of the Earth.
Indeed, these sources point to a long historical presence where
humanity has been used as an exploitable resource by some
extraterrestrial groups whose motivations and activities are
certainly questionable when it comes to the question of human rights
violations.
Finally, in addition to dismissing the data on different
categories of researchers documenting extraterrestrial violations of
human rights in the modern and ancient era, Greer dismisses the
testimonies of a great number of alleged contactees describing the
nefarious activities of some contemporary extraterrestrial visitors.
Contactees such as Howard Menger, Enrique Castillo Rincon, Eduard
"Billy" Meier, "Prof Hernandez", Brian Scott, and many others whose
testimonies have been documented and investigated by competent
researchers.
In sum, by filtering the testimonies of Disclosure Project
witnesses on invasive extraterrestrial activities and covert
agreements; excluding the testimonies of whistleblowers openly
describing invasive extraterrestrial behaviors; excluding the
extensive data offered by reputable researchers of the abduction
phenomenon; ignoring the data of exo-archeologists, and dismissing
the relevance of many 'contactee' testimonies, Greer is engaging in
a willful attempt to distort the public conclusions concerning the
true motivations and activities of the extraterrestrial visitors.
While his effort to spin data concerning extraterrestrial
activities in a positive light may be perceived by some to be well
intentioned, it is in reality both naive and dangerous to distort
public perceptions in this manner given the extensive data
suggesting that extraterrestrials have been involved in systematic
human rights violations and that some government agencies have been
complicit in these.
Based on the data I have examined in my Exopolitics research, I
have arrived at the conclusion that extraterrestrials are as varied
as humans in terms of their motivations and interactions with
humanity. Some extraterrestrials are highly ethical and principled
as Dr Greer contends.
I have pointed out in a number of my research papers that many
extraterrestrial groups are advanced evolved beings genuinely
wishing to assist humanity in its evolution, and have not entered
into covert agreements with government agencies where they believe
advanced extraterrestrial technology will be misused by
irresponsible government agencies. These extraterrestrials appear to
be in the majority which would replicate the social dynamics of
human societies where a majority a citizens are law abiding.
This is where in his statement Greer distorts the nuances in my
research and argues as follows: "I feel a point has been reached
where silence only redounds to the further empowerment of a message
of fear, hatred, prejudice -- and the unwitting buttressing of the
argument for weapons and war in space."
So Greer believes that my analysis buttresses the argument for
the weaponization of space. The deliberate targeting of
extraterrestrial visitors by covert government agencies using
advanced weapons is a major concern which I have pointed out on a
number of occasions in my recent papers
On the other hand, there appears to be a minority of
extraterrestrial visitors, who view humans as a biological resource
to be exploited and have entered into covert agreements with a
number of government agencies who easily exploited due to the
latter's desire for advanced technologies.
Extraterrestrials entering into such agreements have demonstrated
little genuine desire to assist humanity in its evolution to a
mature planetary civilization. There is credible evidence that
covert agreements have led to various government agencies becoming
complicit in some of the more egregious extraterrestrial activities
such as what had or is occurring at the alleged Dulce facility.
The solution is not a military campaign using space weapons, but
a political solution based on political disclosure of the
extaterrestrial presence and the public accountability of public
officials making key decisions in the management of extraterrestrial
affairs. The truth concerning alleged covert agreements between some
extraterrestrial visitors and government agencies makes for a far
more complex exopolitical situation than Dr Greer is willing to
concede or support.
That is understandable since the data is seldom conclusive,
important whistleblowers or witnesses are intimidated into silence,
which altogether compounds the difficulty of researchers seeking to
document their sources and reach reliable conclusions.
Nevertheless, the available data is overwhelming that such
agreements exist, and that some extraterrestrial visitors are
violating human rights with the complicity of government agencies.
Greer laments that: "The facile acceptance of every story as true –
no matter how dangerously xenophobic – is irresponsible and can only
serve the agenda of those who wish to see the populace dis-informed,
panicked and cowed into eventually accepting a military, space-based
solution to the ET problem."
He further argues that trying to distinguish between different
categories of extraterrestrial visitors to discern their motivations
and activities is a form of racism. He claims: "Today, we see racist
appellations applied to certain alleged ET groups – The Grays! The
Reptilians! The Tall White Ones! Must we go down this tired, dirty
path again? Must we replay the sordid history of human racism,
prejudice, and xenophobia as we begin our first steps towards the
stars?"
Unfortunately, Greer overlooks the solid research data that
points to as many as 60 or more different extraterrestrial races
actively interacting with or monitoring Earth. This data is
supported by credible whistleblowers such as Clifford Stone and
Robert Dean.
To conclude that all extraterrestrial visitors are uniform in
their benign activities and motivations is greatly mistaken, and it
appears Greer wishes to assert such a fallacious view on the general
public and use his status to punish or intimidate researchers
arguing a contrary position. I have presented my research concerning
the motivations and activities of different extraterrestrial
visitors and their varying degrees of involvement in covert
government agreements in a 17,000 word report at:
The data is impressive and credible, and cannot be simply
dismissed by a strongly worded rhetorical flourish of 1400 words as
evidenced in Greer's May 2 statement. While I respect the important
work Dr Greer has done through the Disclosure Project in encouraging
many credible whistleblowers to come forward, I disagree both with
his research method and his conclusions.
Greer claims with regard to my research that: "The facile
acceptance of every story as true- no matter how dangerously
xenophobic – is irresponsible and can only serve the agenda of those
who wish to see the populace dis-informed, panicked and cowed into
eventually accepting a military, space-based solution to the ET
problem."
Greer's opinion here greatly distorts the data presented by
several of his own Disclosure Project witnesses as explained above,
in addition to the work of many other whistleblowers, researchers
and witnesses, which are supported to varying degrees by available
documentation. I certainly don't accept all data concerning alleged
abuses by extraterrestrial visitors, but conclude that there exists
credible and substantiated data supporting this conclusion.
Rather than get into an acrimonious turf war over what can and
can't be said or accepted in exopolitics research, I invite Dr Greer
to respond to my criticisms of his research method so I and the
general public can gain a more accurate picture of the true
motivations and activities of extraterrestrial visitors.
I think a scholarly debate over the pros and cons concerning the
data pointing to the varied motivations and activities of
extraterrestrial visitors, and their alleged agreements with covert
government agencies is highly valuable. Greer dismisses those
holding contrary views on alleged extraterrestrial abuses or covert
agreements as xenophobic, racist, and supporting military solutions
to extraterrestrial visitation.
This strikes me as a form of political spin or "exospin," that
replicates methods used by the mouthpieces of repressive regimes
such as Mr Irawan Abidin of the former Suharto government in
Indonesia. I contend that exopolitics is the scholarly analysis of
all credible data concerning the extraterrestrial presence, not a
highly selective approach that supports a preconceived conclusion of
only advanced benign extraterrestrial visitors to our planet. The
latter is not objective exopolitical scholarship, but exospin of the
most disingenuous kind.

Event from the Canadian Past Presages
Current Disclosure Activities
St. Paul, Alberta, Canada gets it right in 1967. The rest of the world is still
trying.
In 1967, Hon. Paul Hellyer inaugurated St. Paul, Alberta's UFO
landing pad that contained a profound message of peace, in retrospect (see
below).
At the time, he did not realize that he would make history with his public
stand on UFOs 38 years later. Mr. Hellyer served as Minister of National Defense
in the 1963-1967 cabinet of Prime Minister Lester B. Pearson who won a Nobel
Peace Prize.
St. Paul, UFO Landing Pad When communities commemorate the past, they often
choose to look into the future for inspiration in constructing their tributes.
Such was the case with St. Paul in 1966-67 when the town began its preparations
for the celebration of Canada’s centennial. While the town gained prestige in
1964 by completing the first major Centennial Project in Canada, the St. Paul
Recreation Centre, it was a venture of another kind that would capture the
imagination of Canadians. Inspired in part by a project initiated by the
Canadian government to encourage communities to build centennial monuments, St.
Paul took a unique approach to building their largest Centennial project.
Instead of a statue or a park, they constructed something much more
extraordinary—the world’s first UFO landing pad. The project was the brainchild
of W.R. Treleaven of Hamilton, Ontario and Ken Reed of Calgary. Promotion of the
new landmark was assumed by the St. Paul Centennial Committee.
The
130 ton concrete landing pad was erected near the main entrance to the
recreation grounds on land donated by the town of St. Paul. In the spirit of the
Canadian Centennial, a time capsule was sealed into the backstop, with letters
addressed to Canadians from Ernest Manning, the mayor of St. Paul, and the
president of the St. Paul Chamber of Commerce. The capsule will be unearthed in
2067. Likewise, engraved on a dedication plaque is the following statement:
"Republic
of St. Paul (Stargate Alpha). The area under the world’s first UFO Landing Pad
was designated international by the Town of St. Paul as a symbol of our faith
that mankind will maintain the outer universe free from national wars and
strife. That future travel in space will be safe for all intergalactic beings.
All visitors from Earth or otherwise are welcome to this territory and to the
Town of St. Paul."
The project garnered much attention from the Canadian government. The
Honourable Grant MacEwan, then Lieutenant Governor of Alberta, helped break
ground in 1967. Likewise, in a grand display, the Minister of National Defence,
The Honourable Paul Hellyer, arrived by helicopter for the official opening
ceremonies.
In total the final cost of the peculiar project was $11,000, with
construction and materials donated by local companies. The 1990s saw the
addition of a Tourist Information Centre and UFO Interpretive Display that
includes photos of alleged UFOs, crop circles and other unexplained phenomenon.
Today, the site attracts visitors from around the world, and was recently the
site of an international UFO conference in 2000. At the top of the list of
famous visitors to the site are Queen Elizabeth II and Mother Theresa.

National Post Article Puts Paul Hellyer
Comments on Canada’s Election Campaign Political Radar Screen Toronto Ontario, December 1, 2005
Has Paul Hellyer grabbed hold of the Canadian election campaign
agenda? According to the Dec 1, 2005 issue of the National Post – he has.
It appears that the Prime Minister’s Office and the Office of the Leader of
the Opposition are indeed now fully aware of the import and politically
sensitive nature of the comments made by Paul Hellyer concerning the need for
Parliamentary hearings into the Extraterrestrial issue and the need to keep
space free of weapons.
The National Post, a respected Canadian national newspaper owned by CanWest
Publications, covers this story in its December 1, 2005 issue.
Scott Feschuk, a Paul Martin speech writer, can now be credited with making
the Canadian Exopolitics Initiative, its pursuit of Parliamentary hearings and
disclosure about the presence of Extraterrestrials viable issues in the 2005-
2006 Canadian election campaign.
The National Post article quotes Mr. Feschuk, "People keep saying this
campaign is a carbon copy of the 2004 election. But that's not true," Feschuk
continues, "Stephen Harper has a right handsome new hairstyle. Paul Hellyer has
grabbed hold of the campaign agenda…”
The controversial profile that the Extraterrestrial issue has assumed in the
election campaign now indicates that political leaders, speech writers and those
running for office in the election are aware of the ET issue.
By nature of an inadvertent campaign comment by a candidate and a
misinterpretation between Omni Television viewers and readers of the once
popular OMNI science magazine, the Extraterrestrial issue is now on the radar
screen for politicians and voters to assimilate and assess.
The nature of this episode in an election campaign, however seemingly
innocuous, indicates that this issue has a peculiar way of surfacing in the most
unexpected places. The ET issue has a sustained equilibrium about itself – it
will not go a way. It has now entered an election campaign of a major G7
country.
The result: Paul Hellyer’s contribution to the ET debate and his convictions
against the weaponization of space are now part of the Canadian political scene.
The Edmonton SUN has acknowledged that three NGOs have the support of former
Minister of National Defense as he publicly calls for action by Parliament to
hold public hearings on Exopolitics known as - relations with extraterrestrials.
This SUN NEWS SERVICES release is the first Canadian national press agency to
recognize the on-going initiative by NGOs Exopolitics Toronto, ICIS (Institute
for Co-operation in Space) and the Disclosure Project that seeks to delineate
the national policy implications of peaceful relations with off-world
civilizations that have been visiting the Earth as demonstrated by the
phenomenon known as UFOs (unidentified flying objects).
At last September’s SYMPOSIUM ON UFO DISCLOSURE at U of T’s Convocation Hall
Mr. Hellyer initiated his co-operation with Exopolitics Toronto and ICIS
(Institute for Co-operation in Space) to proclaim the need for open dialogue on
this issue by the Canadian government and media. Since then a formal application
has been forwarded by Exopolitics Toronto and ICIS (Institute for Co-operation
in Space) to the Canadian Senate’s Standing Committee on National Defense and
Security for public hearings on this matter.
As a former Cabinet Minister, Mr. Hellyer’s involvement and concern
demonstrate the dramatically deleterious effects of the development and use of
space based weapons against ethical and otherwise peaceful off-world
civilizations. Their development and use could spark an incident resulting in an
unnecessary intergalactic conflict. Significant immediacy exists for a serious
and sober investigation of policy implications for Canada.
In order to move this issue to the forefront of the media your co-operation
and consideration of this issue is vital.

which clearly show Canadian NORAD installations register unknown targets on
their radar; CF-16 jets are scrambled and in fact chase UFO’s of defined
metallic shape and size moving at speeds of over 10,000 mph. These events, if

compel government leaders to call for investigations. These occurrences by the

If NORAD jets today are targeting these craft in our airspace it would not be
conjecture to assume a space based weapons program would be used in an attempt
disable or destroy an ET vehicle.
Now is the time to react to this issue as an election campaign begins.
Now is the time to publicly request that the Canadian government hold open
hearings on this issue.
Now is the time to ask each party leader to state his position on space based
weapons and the influence they may have on ethical extraterrestrial
civilizations who may be piloting these non-threatening craft in our air space.
All of the converging lines of evidence are present for escalating this
matter into a national issue for every Canadian during the election campaign.
Why is this important?
Since the converging lines of evidence point to the fact that ET craft are
visiting our planet from solar systems light years away, they must then possess
energy systems far more sophisticated than the fossil fuels currently used on
the planet today. Fossil fuels of all kinds give rise to deteriorating ozone
layers and pollution contributing to global warming. Therefore government
knowledge of these craft and their extraterrestrial nature indicate a compelling
need to investigate how these new forms of energy that are well known by
government security agencies and other unacknowledged arms of government, can be
used to solve our current energy dilemma.
In essence the information contained behind the sophisticated levels of
secrecy includes the knowledge that arcane energy sources which, if imbedded
into our medical and technological industries, could resolve the current
unending cycle of poverty and social and economic inequity on the planet.
In the face of intense of geo-political pressure to retain oil as the
standard of energy consumption, technological development of alternate fuels has
been economically and ideologically repressed by the oil and cash rich nations
of the world. Why has development of solar energy for example, so abundant in
most Third World countries been put out of reach if not sabotaged by the United
States and multinational corporations?
The answer is: oil.
There is an alternative; one that will create a huge paradigm shift socially,
economically and historically; one that the media and journalists have avoided
for too long.
How can this be overcome?
Simply by journalists acknowledging issues of an extraterrestrial nature
exist as stated by Mr. Hellyer and if viewed in its totality, all evidence
indicates we are being visited by off-world civilizations. Preparation for
contact is the next stage. The evidence is all there.
Why will this issue not go away? The simple answer is: Because it is true!
The more complex answer is because any issue of substance, authenticity and
of a verifiable compelling nature will never fade into obscurity. Some
journalists will continue to ignore the issue. But let these journalists be
aware that one day, very, very soon, every writer on this planet, every
electronic news organization will be scrambling for details on the highly
intricate and historical nature of the UFO/ET issue. Best now to get the facts
before the competition for them becomes so intense they will be at a premium.

hearings on ET" November 26, 2005

A number of groups have joined forces with former Canadian Defense Minister
Paul Hellyer in urging Parliament to hold public hearings on 'exopolitics' - or
relations with extraterrestrials (ETs).
Three non-governmental organizations (NGOs) were reacting to a speech made by
Hellyer in September in Toronto in which he warned that "UFOs are as real as the
airplanes that fly over your head.''
Hellyer said he is concerned the United States is preparing weapons for use
against the aliens and could get the whole world into an "intergalactic war.''
According to Hellyer, the Americans' interest in returning to the moon is in
part based on the desire to build a forward military base there.
The three organizations backing Hellyer's request for hearings are the
Institute for Co-operation in Space (ICIS), the Toronto Exopolitics Symposium
and the Disclosure Project, a U.S.-based organization that has assembled
high-level military-intelligence witnesses of a possible ET presence.
Earlier this month, the Senate replied to the ICIS that their full agenda
precluded any hearings in the near future on ET issues.
"That does not deter us," one spokesman for the NGOs said, "We are going
ahead with our request to Prime Minister Paul Martin and the official Opposition
leaders in the House of Commons now, and we will re-apply to the Senate of
Canada in early 2006.

Hellyer went on to say, "I'm so concerned about what the consequences might be
of starting an intergalactic war, that I just think I had to say something."
“Time is on the side of open disclosure that there are ethical Extraterrestrial

important issues of the possible deployment of weapons in outer space and war

Hellyer revealed, "The secrecy involved in all matters pertaining to the
Roswell incident was unparalleled. The classification was, from the outset,
above top secret, so the vast majority of U.S. officials and politicians, let
alone a mere allied minister of defense, were never in-the-loop."
Hellyer warned, "The United States military are preparing weapons which could
be used against the aliens, and they could get us into an intergalactic war
without us ever having any warning. He stated, "The Bush administration has
finally agreed to let the military build a forward base on the moon, which will
put them in a better position to keep track of the goings and comings of the
visitors from space, and to shoot at them, if they so decide."
Hellyer’s speech ended with a standing ovation. He said, "The time has come
to lift the veil of secrecy, and let the truth emerge, so there can be a real
and informed debate, about one of the most important problems facing our planet

Three Non-governmental organizations took Hellyer’s words to heart, and
approached Canada’s Parliament in Ottawa, Canada’s capital, to hold public
hearings on a possible ET presence, and what Canada should do. The Canadian
Senate, which is an appointed body, has held objective, well-regarded hearings
and issued reports on controversial issues such as same-sex marriage and medical
marijuana,
On October 20, 2005, the Institute for Cooperation in Space requested
Canadian Senator Colin Kenny, Senator, Chair of The Senate Standing Senate
Committee on National Security and Defense, “schedule public hearings on the
Canadian Exopolitics Initiative, so that witnesses such as the Hon. Paul Hellyer,
and Canadian-connected high level military-intelligence, NORAD-connected,
scientific, and governmental witnesses facilitated by the Disclosure Project and
by the Toronto Exopolitics Symposium can present compelling evidence, testimony,
and Public Policy recommendations.”
The Non-governmental organizations seeking Parliament hearings include
Canada-based Toronto Exopolitics Symposium, which organized the University of
Toronto Symposium at which Mr. Hellyer spoke.
The Disclosure Project, a U.S.– based organization that has assembled high
level military-intelligence witnesses of a possible ET presence, is also one of
the organizations seeking Canadian Parliament hearings.
Vancouver-based Institute for Cooperation in Space (ICIS), whose
International Director headed a proposed 1977 Extraterrestrial Communication
Study for the White House of former U.S. President Jimmy Carter, who himself has
publicly reported a 1969 Close Encounter of the First Kind with a UFO, filed the
original request for Canadian Parliament hearings.
The Canadian Exopolitics Initiative, presented by the organizations to a
Senate Committee panel hearing in Winnipeg, Canada, on March 10, 2005, proposes
